A person cannot know when the control weighing takes place. And if it coincides with the moment when life's time ends, as happened with Belshazzar, there will be no chance left to throw something substantial onto the scales. Of course, one can spend one's whole life behaving like a seller who cheats on the weight and is never caught by the hand. But God cannot be deceived; He has His own weights.
