If Peter is so inconsistent (he acts hastily, misses the mark, sometimes shows weakness, and even denied Jesus), even though he is open to God, could it be that Jesus had another foundation in mind? Peter himself in his epistle (1 Peter 2:4) says that Jesus is the living stone, and Paul in his epistle to the Corinthians (1 Corinthians 3:11) says that no one can lay any foundation other than the one already laid, which is Jesus Christ?
Certainly, you are correct. Christ is the foundation of the Church and its Head. But, as always, when God accomplishes something for humanity, an ENCOUNTER is necessary; a human response is required to what God offers. The dual — divine and human — nature of the Church implies that the Church consists not only of Christ, but also of people who have entered into a Covenant with Him. It is about this human component of the Church's foundation, I believe, that Jesus is speaking here (one way or another, we simply cannot ignore these words of His). It is clear that this human component cannot be exclusively personal to Peter — like his fingerprints, the tone of his voice, or his temperament. It must be something accessible to every person, yet clearly manifested in Peter. In my opinion, it is precisely this openness to God that is Peter's defining quality. This is why he proclaims the revelation about Christ, this is why he walks on water, and this is why he receives the threefold forgiveness of Jesus... Therefore, he becomes the image of the human response to the divine foundation of the Church: Christ is the God-given foundation of the Church, while Peter is the image of humanity's acceptance of this foundation.
