Under what conditions can the Holy Spirit be poured out (I mean the manifestations of the Holy Spirit, as with the Apostles)? Must a person be sanctified (holy), free themselves from all vices, etc.? Or did this take place only among the Apostles?

It is hard to imagine (or even believe) that partaking in the gift of the Holy Spirit is the exclusive lot of the apostles and prophets. Yet, on the other hand, it is beyond human comprehension what one must do for tongues of fire to suddenly descend upon you from heaven. There are two points to consider here: first, the gift of the Holy Spirit and His manifestations are not quite the same thing. However, there is the fruit of the Spirit, which can be discerned — see Gal 5:22-26 in Paul. Secondly, certain conditions can be found in the account of Pentecost in Act 2. For instance, love within the community of Christ's disciples, the expectation of this gift, and prayer. Furthermore, one may read the "Conversation with Motovilov" by St. Seraphim of Sarov...
