Where does the Bible say that the Holy Spirit is a person?
The prophet Isaiah, for example, speaks of one of the betrayals of the chosen people: "But they rebelled and grieved his Holy Spirit; therefore he turned to be their enemy" (Isa 63:10). You will agree that only a person can be grieved.
The Lord Jesus Christ Himself speaks of the coming of the Holy Spirit: "But the Helper, the Holy Spirit, whom the Father will send in my name, he will teach you all things and bring to your remembrance all that I have said to you" (Joh 14:26). It is obvious that only a person can teach anything and remind of anything.
Finally, having gathered in Jerusalem in the year 49, the apostles addressed the Christian communities with a letter, in which they wrote: "For it has seemed good to the Holy Spirit and to us to lay on you no greater burden than these requirements..." (Act 15:28). It is clear that the apostles imply that the Holy Spirit is a person no less than they themselves are.
Directly, however, Holy Scripture does not speak of the personhood not only of the Holy Spirit, but of any of the Persons of the Holy Trinity: the fact is that when the books of Holy Scripture were written, there was no such concept. Personhood as a phenomenon was identified and comprehended by people as a result of their acquaintance with God and Holy Scripture, and this concept enters the system of thought hardly earlier than the first half of the 1st millennium...
