15 He hath made the earth by his power, he hath established the world by his wisdom, and hath stretched out the heaven by his understanding.

Certainly, it is poetry, and not theology. But look all the same: three qualities, three attributes of the Creator are quoted: the power, the wisdom and understanding (intelligence). We can say that power and intelligence form in a way two poles, and wisdom comprises them, because wisdom is and a powerful intelligence and an intelligent power. At the same time is given for that two poles in the creation - the earth and the heaven, herewith earth as symbol of material, operated by power, and heaven, as symbol of spirit, guided by intelligence. But and both are included in the notion of universe - all the plenitude of the creation, in which reigns God's wisdom.
